A plea for help in Harvey – Chicago Tribune

After decades of graft and incompetence, Harvey is dangerously unstable. It has taxed its residents to the max with no clear records on how or where money is spent. The city hasn't filed legally required annual audits. It skipped making required payments into its police pension fund for years. Comment: Harvey is so far beyond dead that it's difficult to see how even bankruptcy could help. Its effective property tax rates are 9% for residential and 15% for commercial, as we wrote about before!  In other words, owners had their property confiscated long ago.

There’s just other places to go where you can be more satisfied.”
