“A lot of tenants have been out of work for months. They have not been able to pay rent, and now they’re behind by hundreds or sometimes thousands of dollars, and those people are at risk of eviction as soon as an eviction moratorium is raised,” said Kathleen Roberts of the North Spaulding Renters Association.

I have no problem with partial rent forgiveness as long as I receive property tax forgiveness in exchange. If they reduce my tax’s say $200 month I could give tenants the same reduction. But that will never happen! Here in Rockford I pay $600/month in tax’s or almost 50% tax on rent of $1250. Add in mortgage and insurance plus upkeep not much left. The only good thing is home values are up (2 years in a row) across the board but value is still a little less than purchase.

Yep. Offer landlords a long-term property tax freeze or a 50 cent property tax credit for every dollar of rent forgiveness up to a certain amount. On the flip side, for a renter to qualify for rent forgiveness, they should have to prove financial hardship. Also, the city should be able to come up with a payment plan where the renter is liable to payback 25% of what was forgiven. Lawmakers almost never give that much thought to their laws. That’s for wonks? They are simply given an hour or two to ponder its many pages and implications, then to vote yea or nea quickly thereafter as the party leadership says. What you are asking for is fair and complete consideration of multiple parameters as well as some mathematical beauty as to its logical symmetry. That requires the pain of real thought. Not likely to happen! You’re trying to slow down their trips back home, after all.
