For the better part of a century, Chicago has regulated the taxi industry with a tight fist. Then along came the so-called “ride-share” services whose smartphone apps match nonprofessional drivers using their own cars with customers who would otherwise, let’s be honest, call a cab.  Instead of banning them, Mayor Rahm Emanuel wants aldermen to pass an ordinance regulating the ride-shares.
