The July report of Illinois’ Commission on Governmental Forecasting and Accountability contains this, which went mostly unnoticed:

“The Commission’s FY 2017 estimate presented in early March, 2016 was $31.912 billion. A review of that estimate…results
in an updated forecast of $30.883 billion.”

The amount of energy expended toward retirement rules and restrictions is astounding. If all this was converted to 401k and simplified where employees worked and received and controlled their own pensions/retirements we could probably fire half the Illinois politicians. Then employees would not be controlled by those politicians and Illinois taxpayers could worry about their own retirements.
