Emerging scandal: Why are we giving $8 billion to Chinese company with CCP ties to build a $2 billion IL battery factory? Updated – Wirepoints

Some politicians are taking notice of the absurdity of subsidizing a Chinese technology company, Gotion. The electric vehicle battery maker is linked to the Chinese Communist Party (CCP) and it recently inked a deal with the State of Illinois to build a $2 billion plant in Illinois.

However, the insane size of the subsidies being granted remains to be recognized.

On Wednesday, two members of the House Select Committee on the Chinese Communist Party wrote to Treasury Secretary Janet Yellen, imploring her and Congress to take immediate action to stop the CCP from exploiting U.S. taxpayer dollars.

The letter from committee Chairman Mike Gallagher (R-WI) and Rep. John Moolenaar (R-MI) specifically addressed a very similar Gotion battery production project in Michigan, and the same issues apply to the Illinois project.

The letter documents connections between Gotion and the CCP:

Gotion High-Tech Co. is a PRC company that has direct ties to the CCP and state-owned financial institutions. Gotion has been an active participant in the PRC-based version of the “Thousands Talent Program,” a program the FBI itself says encourages theft of trade secrets and economic espionage. Gotion has established multiple “Communist Party Units” within its operations and has publicly sought PRC provincial government support for its desire to expand its operations overseas. Even when courting major Western investment, Gotion has been adamant about retaining PRC-based control, including requiring that Volkswagen give up part of its voting rights, despite Volkswagen acquiring over 25 percent of the company. “It is perplexing,” says the letter, that the U.S. government would perpetuate China’s domination of key technology “by actively supporting CCP-backed companies expanding their foothold in the U.S. market, especially in a crucial sector such as lithium-ion battery manufacturing.”

Perplexing, indeed.

Equally perplexing is the sheer size of the subsidies, regardless of the recipient. Gotion is qualified to receive $7.5 billion of federal tax credits over five years, as we wrote Wednesday. That’s in addition to $536 million of incentives awarded by the State of Illinois for the Illinois plant, which is expected to employ 2,600 workers. So, Gotion will be gifted over $8 billion for a factory that will cost only $2 billion.

We have independently confirmed the amount of the federal tax credit available for Gotion’s Illinois project. The total potential credit is $9.75 billion, although a complex phase-out begins after five years, so we have used only the five year total of $1.5 billion per year, or $7.5 billion. It should also be noted that the credit may not be available until the plant is completed. In any event, the precise number matters little since the total clearly exceeds to cost of the plant by billions.

The Coalition for a Prosperous America (CPA) is a national non-profit organization representing exclusively domestic producers across many sectors and industries of the U.S. economy. They’ve been heavily criticizing the tax credit program, which is known as “45X.” CPA Chairman Zach Mottl told us this:

It’s unconscionable that the State of Illinois would contribute $500 million and the federal government an additional $7.5 billion to construct a project that will cost just a fraction of that. And to give that money to a Chinese company that is already subsidized by the Chinese government is a serious mistake. China‘s goal is to dominate the global battery industry, and forcing American taxpayers to unwittingly fund the CCP’s ambitions is a direct threat to U.S. economic and national security.

A federal panel that has power to veto some investments in the U.S. by national security threats like China is the Treasury Department Committee on Foreign Investments (CFIUS). CFIUS was earlier reported to have disclaimed jurisdiction over a similar Gotion project in Michigan, but that’s not the whole story. Gotion only submitted minimum disclosures to CFIUS when requested to by the township where its plant is to be located. But Gotion never submitted what’s needed — a full disclosure statement, known as a Form 800, to allow for a proper review.

That’s what should be compelled for Gotion’s projects in both Michigan and Illinois — submission of Form 800.

That’s what’s being demanded in Michigan by opponents of Gotion’s plant there. Through the Michigan-China Economic and Security Review Group (MCESRG), as reported by the Daily Caller, former U.S. Ambassadors Peter Hoekstra and Joseph Cella called on the Treasury Department’s Committee on Foreign Investment in the United States (CFIUS) to compel Gotion, Inc., a subsidiary of China-based Gotion High-Tech, to file the disclosure paperwork and submit to a full CFIUS review.

The root source of the tax credit problem is in the legislation that created the 45X program — the Inflation Reduction Act . Congress must change that, as the Gallagher-Moolenaar letter says. Authorization for 45X was in the mislabeled Inflation Reduction Act of 2022, and the authorization does not contain the same prohibitions on foreign entities of concern that are in other parts of the Act and other laws, according to JD Supra.

The entire conception of 45X in that legislation was botched. It was initially estimated to cost the U.S. Treasury $31 billion, but it’s now estimated to cost as much as $200 billion. It was simply too generous, leading to a frenzy of new battery factory announcements by companies drawn to the handout.

Good Jobs First, a worker-oriented policy group in Washington, D.C., has documented the ridiculously oversized tax credits for recent battery plant announcements. Their July report includes this chart where you can see that the 45X tax credits far exceed the cost of many new battery plants, just as Gotion’s will in Illinois.

Where are Illinois politicians on this? So far, we’ve seen no reaction from Democrats or Republicans.

Where is Illinois’ mainstream media? They’ve reported or criticized nothing whatsoever on the lavish tax credits coming to Gotion for its Illinois project. Even at the national level, Fox is the only major outlet that has been covering the story.

In Michigan, a firestorm of controversy continues over Gotion’s plant there.

In Illinois, nothing.

While I support incentives and improvements to our business climate in Illinois, I don’t believe taxpayers should be on the hook for billions in subsidies funneling to companies beholden to the Chinese Communist Party. One of the reasons I opposed the so-called ‘Inflation Reduction Act’ was the potential for foreign adversaries to exploit loopholes to gain generous incentives and dominate key technologies in the United States. Illinois taxpayers deserve to know why Governor Pritzker and the Biden Administration are allowing CCP-backed companies to leverage taxpayer-funded investments, potentially threatening our domestic supply chains and national security.”

The UAW now hammers them for billions in pay and golden parachute pensions which is unsustainable, so Ford lays off 600 day one and the rest will be laying off 1000’s. I own a home in DuPage. To be fair, here in Illinois I first heard about this Wednesday night before Pritzker’s Friday’s announcement. Only because I own a 2nd home in Newaygo County MI I knew how dangerous this is. I contacted Jeanne Ives office manager Thursday morning. Nobody was aware of this. No media coverage. Why do you think this was hushed until Sept 8th? Because of the pushback like in Michigan. I’m part of the pushback in Michigan.

A future Edwin Gibbon will have several chapters dedicated to American “leaders” enriching themselves, selling access to our markets, etc., gutting our manufacturing base for the chimera of Chinese profits.

From my side hustle experience it is virtually impossible to make a profit from even retail Chinese customers.

China was seeking profits here too, it was a two way street. China took all it’s wealth and invested in shoddily built condominiums on the outskirts of tier three and four cities. American leaders did quite well investing in China. It was the american worker that didn’t do so well in that deal.

I can’t read all the Gotion articles, but the Illinois Gotion EV plant is 2nd plant in US with the 1st one being approved in Michigan. The Michigan plant ran up against the same conservative/ republican backlash for being CCP owned. But according to G Hinz (apparently he’s now cheerleader for the machine) and Miller/Capfax response to claims that Gotion is subsidiary of CCP they claim the major investor behind Gotion is VW not CCP so it’s not a big deal(https://www.wcbu.org/state-news/2023-09-15/state-week-illinois-business-climate-chicagos-mayor-at-a-critical-juncture). It seems Indiana announces opening a EV battery plant every second. Latest one I read about was ENTEK $1.5 bil plant in Terre Haute, maybe they are in reality also owned by CCP but list their headquarters in Oregon. I think the bottom line is China has a 100% lock on refining the raw lithium salts into battery grade lithium which is mined primarily in South America, Australia & China because they have cheep labor and zero environmental standards. And then Chinese are manufacturing the basic lithium-ion battery components as-well. The plants in US–GITION, ENTEK, etc are just final stage… Read more »

This plant ain’t never going to be built. In the tech industry we call this ‘vaporware’ when something big is announced but goes nowhere. It’s another FoxConn situation where China promises to build and then nothing happens. The reason is that China has practically bankrupted itself. It’s state owned corporations are drowning in debt, it’s real estate market is worse than Japan in the 1990’s, there’s so much debt defaulting at this very moment the central government can’t print fast enough to prevent deflation. 20 something other factories turned down Illinois but they’re going to build in China? America is building plenty of battery companies. Dozens of other battery companies are building plants in the US right now. Its only IL that can’t attract any companies other than the Chinese. The Chinese provide dollars and envelopes because our elected representatives are morally bankrupt. Pritzker is showing his hand just like all the Biden money available for funding EV. They are giving them all the financial incentives because they are so stupid. We have no say so about what these stupid people are deciding, but we will pay the price. Nobody is talking about this: lithium batteries are extremely flammable!! There is no way to put out a lithium fire! Car batteries are exponentially more dangerous than handheld devices and require 10 times the effort of traditional internal combustion engine fires. I can’t imagine how dangerous a battery plant could be and what kind of precautions would be needed to keep it safe. This is probably why China wants to do it here. China knows better than to mine lithium in their own territory too. The entire lithium production chain is toxic and extremely dangerous.

CCP is going bankrupt. Gotion’s fake new factory might never get built. It takes billions of dollars and half a decade to build something of this size. Chinese companies right now are making promises to build things in other countries all around the world, even though they are defaulting on the obligations they promised to build just several short years ago. Chinese MegaCorps have been defaulting on their offshore bonds right and left over the past several years (ignore the Country Garden ‘last minute offshore bond payment’ nonsense, that’s likely fake news). It’s not fully funded by government, it’s partially funded by government through tax credits and other government loans/grants, and EV requires ongoing cash infusions to keep it going. And few want to buy the end product unless it is a Tesla. Electric vehicles are our own version of Chinese ghost cities. Except we have lenient corporate bankruptcy laws in the United States allowing for quick liquidation assets of nonperforming companies; but China (like japan of the 1990’s and 2000’s) keeps zombie companies going and never takes the write down on bad debt, which hurts the economy more in the long… Read more »

Fords latest govt subsidy for EV’s was 9.2 billion, on top of the billions already handed to them. This is why Ford has no problem building a totally non-viable truck that loses 2 billion in the market, its still a huge profit.
