The Illinois Legislature had the opportunity to level the playing field for small businesses by lowering excessively high fees that disproportionately impact the small-business community. It also had the opportunity to take a hard look at Illinois’ flawed tax structure and modify programs that provide larger companies a distinct advantage over small and midsized businesses.  The General Assembly did neither.
