She has a point, she didn’t say this directly, but she said it indirectly by observation of the state of the community. The schools have unfortunately become the parents, moral authority, police, etc. for these kids. Their real parents can’t even pack a lunch. She names a dozen things teachers can do that parents should be doing, in defense of her Union. The problem is schools will always make incredibly bad parents, especially when their hands are tied by litigation risk-aversion rules.
