Some things are legal but not smart. Walking around at 3 AM should be OK but there is less law enforcement presence at that hour. Driving 40 MPH in the fast lane can have similar consequences. One shouldn’t blame the victim(s), but perhaps it’s not amiss to teach street smarts. The State Department reminds travelers about places that are dangerous.
