Despite the financial crisis Illinois government faces, an obscure provision in the 2010 law to reform labor practices  calls for the convention centers to get as much as $20 million a year in subsidies — $15 million to McCormick Place and $5 million to Rosemont — in perpetuity. The money is used to reduce rental to show sponsors, but kept secret.
