Hopkins seems like a gutless coward. Why not lock them up? He is not going to be mayor by pandering to bangers. He’s done . They are committing criminal behavior.

Here is what I will do to fight crimes by gangs of youths. I will just stay away. One less victim available down town equals one less potential crime.
