Why is he looking at what percent of costs are being funded. First compare costs of “peer” states. Might also want to define what is a peer state.

Beyond taking money from tax payer (your so called “Funding”), the biggest problem is selling a crappy product that not enough people use so it can pay for itself. If you need government subsidies to cover the cost of a service…there is a problem. Trouble is, you believe the problem is us tax payers not paying enough…screw off. Get the people who actually use RTA/CTA to pay for RTA/CTA. You say there isn’t any miss-management…are you kidding?
