Every youth in care will have a hair care plan that accounts for their racial, cultural, gender, religious or other identities unless the child indicates they don't need a hair care plan.
At first, I thought I had read that wrong. So, I re-read it and I am still in disbelief. Could this be accurate. The tax payers of Illinois are now paying for hair care to address cultural, racial, gender requirements of DCFS children? It is truly amazing. Just when you think you’ve heard it all…

This will solve the problems no doubt about it. Hell, if it doesn’t hows about giving them
Youngins a free shopping trip to Rodeo Drive
Beverly Hills that will give them the reason to feel better.
Of course nobody knows. Skilled caseworkers may be able to persuade most of the kids that they don’t want hair care plans.
