The real issue is the complete lack of controls. How was this 66 year old food service manager able to order $1.5M worth of food that cannot be served to children (wing bones are not suitable for children). And the only reason the district looked into it because at less than the halfway point in the school year they were $300,000 over budget? Harvey suffers from quite a few afflictions.
