If they threaten the life of someone (armed carjacking, robbery, assault) then stop treating them as juveniles in court, do not purge their records. They’re committing these crimes because they know if they get caught, it’s a hand slap at best.

The kid was never enrolled in school. Mom got him into a criminal apprenticeship to support the family.
