Yes, anyone who believes they can handle a weapon is armed, from pre-teen on up. at the most basic level, they are concealed carrying without proper training or licensing. This is a felony. Kim Foxx has a policy to not drop gun charges against her chosen people who get caught concealed carrying without a valid CCL. She says that the felony gun charges are non-violent, and the felony will follow the arrestee for life, so she drops charges to help protect their future.
