Prior to tying its water rates to the rate of inflation in 2016, Chicago had raised its rates 70 percent in a four-year span, city data show. As a result, the surrounding suburbs that buy water from Chicago and, in turn, resell that water down the line to other suburbs, often pass along those rate increases to their customers.
Opportunities long closed to Illinois residents with criminal records are beginning to open as employers seek new sources of talent and lawmakers bet that gainful employment will reduce recidivism.
