Cook County’s nearly 450 tax-increment financing (TIF) districts reaped a record $1.6 billion from property taxpayers last year. The TIF program lets cities freeze the level of property taxes that are delivered to local governments within specific areas, and divert all new tax growth into special funds that city administrators can tap for construction projects in those areas for 23 years. Designed to kick-start private development in struggling neighborhoods, the tool has drawn increasing criticism for siphoning hundreds of millions of dollars to fast-growing areas already attractive to developers, forcing school districts and other local governments to

Gov. JB Pritzker says he is confident that the new bill, which would ban the purchase, manufacture or transfer of assault weapons and extended magazines in Illinois, will withstand legal scrutiny, and says that sheriffs are required by their oath of office to enforce the law.
“This annual report shows a 40% increase in deaths in children who were on DCFS’s radar,” State Rep. Tom Weber said. “Gov. [JB] Pritzker may not want to admit it because he chose Director [Marc] Smith as his guy to control the agency, but it is clear it is time for a change.” DCFS Director Smith has received eight contempt of court orders after failing to place youth in proper care in a timely manner.
State Rep. Avery Bourne said the legislation trumps a recent measure that gave counties local control. “I cannot adequately express the frustration and the disenfranchisement my constituents and many rural Illinoisans feel when they see this kind of legislation passed that goes directly against a policy passed just two years ago.”
“If I pull somebody over for speeding going 65 in a 55, and I don’t write them a ticket, does that mean I’m not enforcing (the law)?” Illinois Sheriffs’ Association head Jim asked. “And I know we’re talking apples to oranges here, but…my point on this is that officers have discretion. We don’t arrest everybody we could or else our jails would be totally overrun.”
Under Senate Bill 208, workers begin to earn paid leave on their first day at a rate of one hour of leave for every 40 hours worked, up to 40 hours of paid leave for the year. They can begin using their leave after 90 days, although an employer may allow them to use it sooner.
“All [Lightfoot campaign] staff have been reminded about the solid wall that must exist between campaign and official activities and that contacts with any city of Chicago or other sister agency employees, including CPS employees, even through publicly available sources, is off limits. Period,” the campaign said.
“Because the mayor has the ultimate authority over the Chicago schools, teachers may feel coercion in this ask from the mayor’s campaign or fear negative consequences for lack of participation,” Colleen K. Connell, executive director of the ACLU of Illinois, said.
Inserted into a bill creating a $400 million large business attraction fund was language barring “economic incentives to a professional sports organization that moves its operations from one location in the state to another location in the state.”
Former state representative Ed Sullivan of Libertyville, a lobbyist for the Illinois State Rifle Association, said the bill, “flies in the direct face of the (New York State Rifle & Pistol Assn., Inc v. Bruen) decision, the (District of Columbia v. Heller) decision and the (McDonald v. City of Chicago) decision and is patently unconstitutional…Unfortunately, Illinois Democrats don’t have lawyers that can read case law.”
“Reporting of chronic truants as transfers, dropouts or simply as missing, is a district-wide problem, the (inspector general’s) report found in its analysis of data from the 2018-19 school year, the last year before the pandemic. Schools presumably did this…to avoid being penalized under the district’s school quality rating system.”
Centene has been paid $370 million under Illinois’ YouthCare contract since 2020, government records show, yet produced an individualized plan of care for fewer than 8% of the Illinois foster children who had the greatest need during the first quarter of last year. The failures forced foster parents to grapple with a health care program that was often underperforming and in disarray.
“Prioritizing the equitable distribution of funds in this program will assist families with limited income in finding affordable homes.,” said state Senator Cristina Castro. Since 2005, the Rental Housing Support Program has subsidized rents so that low-income families only have to pay 30 percent of their rent while living in a partnered home or complex.
