My thoughts are that Madigan looks at this as an experiment as to how far the public can be pushed before they wake up and the stuff hits the fan.
In Illinois it is what Madigan dictates and Pritzkler who was raised as a little spoiled overfed fat kid gets to play their little board type games upon the public.

Two observations. First, the Governor will seek to use the upcoming legislative session to give him new punitive powers, likely outside tradition law enforcement domain. He’s not interested in operating under existing law. Second, I believe the Governor is deeply afraid. And he likely moves in a very tightly protected circle that only exacerbates this fear. Fear is a mind killer and our Governor is not the only individual taking counsel of his fears.

Because Pritzker will claim that he isn’t relying on 20 ILCS 2305/2(b-c) that requires a court order. Instead, he’ll claim he’s relying on 20 ILCS 2305/2(a), which gives broad authority to make rules, but only with respect to VERY specific sanitation issues. However, in order to get what he wants, our good ol’ Jabba “l’état, c’est moi” Pritzker will do as he has done before and just pretend those limitations don’t exist:
Ha! At the end of the day, Gov. JB Herbert Hoover is only concerned about his own health. He’s shutting down the entire state just to make it safe for him.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
