Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. The state’s existing buyout program for its own pensions is the precedent for Chicago, which should be a warning: Look out for similar exaggerated claims and shoddy analysis.

The MyStateline (WTVO-TV ABC 17 & WQRF-TV FOX 39) article omitted that Madison County was included in the previous (June 1, 2020) Gubernatorial Disaster Proclamation.
Thus the Governor has declared a Disaster in 14 of the 102 Illinois counties.
The June 1st, 2020 Proclamation declared that rioting occurred in 9 counties.
The June 3rd, 2020 Proclamation declared that “rioting or the threat of rioting” occurred in 5 counties.
