"Currently, juveniles caught with a gun while in school generally would be detained for several weeks while an assessment of their home life is completed. So they are off the streets. The same strict rule isn’t in place for vehicular carjacking, so those suspects are likely to be released on electronic monitoring or to parents within 24 to 36 hours."

The only way it will end is when all the carjackers get killed by a concealed carry person. No discussion, regardless of age, empty the magazine. It will be a good lesson to the rest.
