Only five percent of carjackers were arrested last year, and only seven percent have been arrested in 2021. Most are repeat offenders.

Carjacking shouldn’t be a crime; Kim Foxx looks at it as a free Uber for poor, indigent defendants without access to an iphone or a bank account.
