This article misses the point. Unlike repeatedly insisting on policy change (which never happens), this oblique tactic will have actual practical impact. Gangs are for-profit organizations which require high cash flow. While low-tier workers may not be highly compensated, they seem to require soft-dollar aspirational inducements (high-lifestyle accouterments of middle- and upper- management , access to pricey legal). Getting civil monetary judgements against criminals or terrorists is not a futile exercise. Professionals in the collection business (bounty hunters, IRS) can be somewhat effective. Today’s ‘gang’s are little more than a few kids or older community members getting together and calling themselves a gang. The large structured gangs of the past were broken up and now it’s a block by block street fight for turf and access to the cartel’s lucrative drug trade. Unless Lori know something we don’t know, the gang bangers I see on CWB look like poor degenerates.

You’re watching too much TV. Local bangers have no money and no assets, this ordinance is pure window dressing. These are low level investigations that target low level dealers, that is all CPD can handle. Most bosses in the organized crime division are there because of a blood relation or they were in the same frat of one of the bigger bosses. Few can string two coherent sentences together let alone conduct a high level narcotics investigation. Only the feds have the knowledge and the resources to put together a RICO investigation which targets high level assets, CPD targets low… Read more »
