The Consent Decree is nothing but democrapic theater. A waste of millions of dollars as well. Oh my! More black people get arrested, maybe they commit more crimes. Oh my, more black people get stopped for traffic violations, maybe they drive like idiots without licenses, insurance, plates etc. Oh my, more black people are in prison, see first Oh My.
