Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. Madison County is known as one of the best Counties in the country for personal injury cases. The trial lawyers are mostly, if not all, Democrats who have created the situation. With the voting base changing from Democrat the subcircuits are designed to continue with having courtrooms firmly in control by the Democrats. This is a big issue for them and a source of political campaign funding as well. It is easily seen why Pritzker signed off on the issue with utmost haste.
A bill passed by the Illinois General Assembly would change judicial district boundaries and create sub-circuits for Madison, Sangamon, and DuPage Counties. No longer will a circuit judge be elected on a county-wide ballot. Voters in these counties will only be allowed to vote for the judges running for election in their sub-circuit. These sub-circuits were deliberately created to benefit Democrats and hurt Republicans. Madison County Republican judges Christopher Threlkeld and Amy Sholar were particularly targeted by this bill.
