CPD Supt. David Brown said carjackings are down by 23% so far this year compared with the same time last year. The department has found that half the arrests made in relation to stolen vehicles are teenagers and children under 18, some as young as 11, and many are repeat offenders.
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.
