Why is this gigantic deal being announced in “The Trucker”? and not ST, TRIB or Cains?

I think The Chicago metro population is increasing but the rest of the state is losing population.
Worse, this is an interstate numbered 4XX, meaning there are already 3 or 4 other existing highways servicing the immediate area.
Looks like this project is maybe making York Road either a toll-road or creating a new toll road along the York Road corridor. Like a bypass for trucks to get to 90 West from 294 North? How this project is supposed to be a boon to an already very well-serviced area is a mystery. If anything, it will poach projects from other Chicagoland corridors.
I thought more concrete and construction leads to global warming. What does JB’s green team think of this project?
Question for Mark and Ted and all commentators at wirepoints, what ever happened to all the tollway workers that worked at the toll booths on Illinois tollway’s once the tollway eliminated toll booths, Are they possibly sitting at home and getting paid and with full benefits just wondering we’re they all went, is this another big cover up in Illinois long list of public workers fraud.
