High emission vehicles can compete with free bikes on pot-holed streets with freshly paved bike lanes. Several paths to getting Federal handouts here — imagine the unimaginable: Chicago first in line for CO2 emission reduction funds and lung disease research while winning model city awards for promoting bike transport.
