I believe it was in the 80s that the Chicago PD was being Infiltrated by gang members. To stop this the city changed the application requirements to 23 years of age and sixty college credit hours. Once the situation was under control they lowered the age back to 21 but kept the college credit hour requirement. Now there is talk of changing that.
Is it possible the current leadership is unaware of the history? It might be worth asking that question of the current Superintendent.
