There is big money (for whistleblowers) in qui tam lawsuits.
Lawsuits enable discovery (if one can find a judge willing to enforce the law).
Simply find a guilty participant in schemes to defraud IDES. Dangling big money (percentage of recovery) can buy lots of cooperation.
(Illinois is said to be a judicial hellhole, so Federal case is needed. Also, Fed is ‘holding States harmless’ so that technicality–maybe hastily enacted on purpose– can be raised by States as self-defense against being forced to comply with discovery demands).
It is the lack of transparency around critical issues such as this one that results in the erosion of trust citizens have in their government leaders.
