So they can impound vehicles from street racers but not from people involved in gang activity. I don’t understand, what’s the difference here that I’m missing????

NYPD just seized hundreds of ATV’s, scooters and motorcycles from reckless drivers, in one day. They will be sent to the crusher unless fines are paid, licenses obtained and insurance provided. Towing and storage fees added as well. Chicago can’t do the same thing?
