Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. I read, perhaps here, that with the Fed’s circling around Madigan he was in need of support anywhere he could get it. He threw his weight behind this act in exchange for the support of the black caucus members in the State House of Representatives. Now Madigan is apparently gone but this act he supported is still here meaning that Madigan left a political landmine in his wake.
