Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. Most cops are taking mandated diversity training so they dont arrest too many black criminals. Doing their job would be racist.

They are using the job skills taught in the CPS. This is the new “Jobs Program” in Illinois.
Why should the cops do anything? The pay and benefits are better if they do nothing. The numbers are likely higher, people do not bother to report as they know it is just a waste of time. If you do not want to be robbed, move out of the City or State. The criminals have won, the fat lady is singing.
