Stop referring to crime in this manner. It’s Vehicular Equity Reparations for underrepresented Marginalized youths.

Can we get the actual numbers, and maybe a correction to the comment – “More of them than fewer of them do not get caught committing subsequent offenses,” Lewis said.
EXCELLENT point, PG! Considering the dearth of arrests in the City, no one knows if those poor oppressed/under served/underprivileged kids are continuing in their crimes.
To make that claim is spurious at best.
