This kind of random violence is terrible for the ‘perception’ of crime. Heck, I can’t speed more than 5 mph over on any arterial street in my ‘hood without the woop woop sound of some siren tailing my rear bumper like melted provolone on a pastrami sammich. But a crew of hoodlums driving a stolen car, likely breaking dozens of traffic laws, driving around Vice City like it’s Grand Theft Auto, can mug 13 different times and not a single police officer was aware of them? This is completely insane if true.
