Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. Chicago has nearly a 100 years of data showing which neighborhoods have the greatest non-compliance with traffic laws. The police are pulling over the most drivers in the neighborhoods with the highest non-compliance. Those tend to be less densely populated neighborhoods with more minorities. So none of this has to do with race. It has to do with geographic location. Unless they can show that minorities are disproportionately pulled over in white neighborhoods, the claim here has nothing to do with race. No where in this “report” does it even mention if the actions of these drivers actually warrant being stopped! The race of the driver is completely incidental to the situation. What were they doing to cause a cop to stop them?
Do actual driving habits have anything to do with it?
“Driving while black” is dangerous in almost every city in the USA.
Driving like an idiot is more likely the cause

But then again , I have seen my entire life that Blacks do not think that society’s rules apply to them .
