Brandon is laying the groundwork to implement the employee head tax and will say it’s justified because corporations don’t pay their fair share in income taxes.

Assuming Wikipedia is accurate, the 4 largest employers in Chicago are the U.S. Government, Chicago Public Schools, City of Chicago and Cook County. Bloated government agencies, hospitals and universities are the big employers in this city. Private industry has been fleeing the city for ages, along with taxes BJ so desperately wants.
