Dorval Carter Jr., president of the Chicago Transit Authority, said ridership continues to grow. "Before the pandemic, in 2019, we were carrying about 1.5 million people a day. When the pandemic hit and we did the initial shutdown around the city, that number dropped to about 250,000. We’re now around 900,000.” But whether ridership will ever return to 2019 levels, “... depends on whether businesses eventually shift away from a hybrid model to ‘everyone comes to work.’"
No “puzzle”. People have commuting options, including no commute “work-from-home”. Many people are resisting their employers’ instructions to return to downtown offices. Dirty trains, dirty stations, coupled with little policing of anti-social behavior routinely encountered by riders, and genuine risk of becoming crime-victim, whether petty theft, harrassment, and/or injury by battery – why would white-collar folks return to using CTA trains for their commuting needs?

Aside from an abundance of criminals on the nighttime CTA, the daytime CTA is also populated with an abundance of homeless and psychotic people. Those people routinely rant and defecate on the trains. My every day experience was not drama free.
Sure we could arrest the violent psychotics wandering the subways randomly assaulting people. But what if, instead if doing that, we radically transformed and restructured every aspect of society? Doesnt that sound just a bit easier?
A largely unasked question is becoming glaring: Is Illinois doing all it should to use artificial intelligence to make government cost less and work better? So far, the evidence says no.

“But the vast majority of customers who ride CTA every day experience a ride that is relatively drama free.”
But for those few who are mugged, raped, maimed or killed on the CTA every day, well, life has risks, doesn’t it?
Politico — The Media Handmaiden Of The Democrat Party — Gives CTA President Dorval Carter A Tender Loving ZZ Of An Interview
Giddyap, please keep it clean. But you are right. Shia Kappos at Politico is absolutely pathetic.
