Chicago’s political leadership is floating a pension buyout program as evidence it is seriously addressing the city’s thirty-six-billion-dollar unfunded pension liability, but Mark Glennon, founder of the Illinois policy research organization Wirepoints, said that the proposal moves debt from one column to another rather than reducing it, and that the broader fiscal picture facing the city continues to deteriorate across every measurable dimension. Unfortunately Mayor BJ’s woke administration hasn’t yet realized that Chicago NEEDS its middle-class demographic to keep city viable long-term. Wealthy folks aren’t the middle-income people who keep business and enterprise working. Wealthy folks aren’t the union-member tradespeople who keep homes and businesses operating. And wealthy folks can easily relocate their “primary domicile” address to a low tax-rate state, to a safer city-town-suburb-rural area, once Chicago becomes too too expensive, too too crime-ridden, too too woke for comfort.

The map shows the rapid extinction of middle-class neighborhoods from 1970 to 2016. Most neighborhoods went from middle class to lower class while the lakeshore liberal neighborhoods turned decidedly wealthier. This worked for decades, because let’s be honest here, the city had a tough on crime policy that kept the riff-raff out of gentrified neighborhoods. And now we have the Tale of City Cities, with a rich Chicago and a poor Chicago. And the poor neighborhoods are very poor. The city has per capita and household income stats by neighborhood on their website, and the average Chicago neighborhood is very lower class, but the city average is saved only because of the upper middle class dual income households all over Chicago.
