"In fact, investing in young people has been such a hallmark of my administration that no matter where I go, I give this message that the best thing we can do to build a better, stronger, safer Chicago is to make sure we have as many W-2s for young people as possible."

Businesses will hire young people who are capable, intelligent, and have a work ethic.

Exactly. Considering CPS record in educating students, what will these youths be qualified to do? Just menial tasks

If Chicago schools offered a course in gunsmithing they would have lots of students who are experts in converting Glock pistols into fully automatic weapons.
