"One of the poorest areas in downstate Illinois — and any part of Illinois — is the 62523 ZIP code in central Decatur. It has a median household income of $12,663. Yet it recorded $715,577 in retail lottery ticket sales, an average of $807 for each of the 886 people living in the neighborhood."

The lottery is a voluntary tax paid disproportionately by the poor and ignorant.
The state is fully aware of the fact that they are cheating the poor people.
But they must do anything they can to support the huge pensions of the public sector.

Perhaps the Decatur police aren’t proactive enough so the residents are exploring other avenues to a big payday.
