Why Is It So Hard to Run Chicago? – Governing

"Perhaps the most important political move any Chicago mayor has to make is to reach an accommodation with the 50 members of the City Council. Chicago is often described as a strong-mayor city — and in many ways it is — but an obstreperous council can cause enormous problems for an ambitious mayor of any stripe."

Politicians on a state or national level tend to be driven by varying amounts of personal hype, their own political leanings and greed with maybe on average 10-20% public good or general altruism as ther motivators. The “usual gang of idiots” characterization comes into play when your goals and theirs are out of synch, so you need to take a step back periodically and realize that they also serve a larger set of people who have all kinds of personal goals and values different from yours. Another voter at large may see any such set of politicians as their heroes.
