He does not use taxpayer funds, he uses CTU funds.
And the CTU derives their funds from the taxpayer. It’s not like they produce anything to sell at a profit or have stock market holdings. The members take their salary, paid by the taxpayers, and are strongarmed into giving them to the CTU.
