The real story is buried near the end of the article. Ms Carter had pulled the same scam from 2011-2016, when she was given grants of over $5 million from ISBE for education programs that failed to meet expectations. Yet somehow she got more grant money, again produced no results, and basically walks away. And she is described as an entrepreneur.
Will any journalist investigate how Ms Carter got these grants, and how she got away with this? There must be far more to this story.

I struggle and scratch for an income, and people out there just tap into the state dole and walk off after burning through a million plus, and that’s it. No penalty.
This is yet another inspiring article of how IL is such a responsible stewart of taxpayer money.
