Of course she was discriminated against and stimatized. That’s exactly the intent of the policies. You’re just not supposed to notice and complain.

U.S. District Judge John Tharp found Deemar lacked standing to pursue her Title VI discrimination claims …

I doubt he would have done so, if the races involved had been reversed!
