Four to eight suspects are believed to be responsible for the burglaries, in which thieves entered the establishments and took ATMs, cash registers and merchandise.

If they are arrested, Kim Foxx will drop the charges. It’s only a property crime. Can a business be a “victim”? Recent Chicago history suggests that Kim doesn’t think a business can be a victim.
