Let’s say I get my car stolen and I make a claim with my insurance. They should pay Blue Book value or close to it. That $$$ amount is much less than what I have to pay to replace the car depending on its age. What happens to the recovered money? Who gets it? The state/city or robbery victim or is this a windfall for the local governments.
