Didn’t Obama and Biden control both houses at the beginning of their presidencies? Couldn’t the Democrats have passed immigration reform without Republican support, the same way Democrats rammed Obamacare through without any Republican support. Pass it and then read what’s in it, as Pelosi said. Fact is, they were afraid to offend their base by restricting immigration and didn’t want to take the heat for unrestricted immigration. They still don’t.
