Arrest all the kids that participated. Then make their parents come get them. Maybe if the parents are inconvenienced they step up and watch them and teach them what behaviors are unacceptable.
The challenge there is the parents don’t know how to behave either…In some cases, there may be 3 or 4 generations who have no idea what regular society, manners and civil behavior should look like.
