In most situations generally a direct Federal dollar for dollar tax credit is generated by the donations to a scholarship fund that can be selected by the donor. I would assume most religious, Catholic, Lutheran etc., would be on the list as assorted other private schools. It has nothing to do with property taxes in Illinois.

No big deal simply contribute to a program in a neighboring state helping American students just the same.
