Illinois House Speaker Emanuel “Chris” Welch said, among other things, "... Taxing the rich is very important to me. … To those who much is given, much is required. And I fought very hard for a surcharge tax on millionaires to go on our November ballot. It came up just short in the House. The Senate president and I agreed to keep talking this summer and find ways to come to an agreement on that language that we can probably look at in 2028.”

The people of Illinois already said no to a variable rate income tax, stop this nonsense.
The income tax collected by the state actually dropped this year due to people leaving the state, tax the millionaires who can much easier leave the state than the middle class and you better be prepared for this to continue dropping.

Actually, state income tax receipts have been holding up quite well. Up about 4% this fiscal YTD. Most recent report here page 5:https://cgfa.ilga.gov/Upload/0526%20Monthly.pdf
